Wally Ramon is a Mexican/Spanish or German-American sweet, mature, innocent and beautiful 12 year old ("Fools Rush In" and "The Big Score"; where she had brownish blonde hair) An 11 year old ("Separate But Equal" and "A DeVille House Divided") girl. Wally is Lil's best friend (Well, in soccer) and formerly Phil's best friend too, aside from soccer. Although innocent girls are usaully girly and despite her sweetness and beauty, Wally is a total tomboy than Angelica is! Wally is the only reason Lil ever got hooked up on soccer (She offered her to play the team) and that's why there the best of friends. Strangely, Wally find's Phil's boyish acts funny and entertaining, while other girls find it disgusting and nowhere near entertainment. Wally's not a brief girl. Wally had red hair in "Separate But Equal". She was voiced by Jessica DiCicco (who had backup vocals in sometimes songs of season 6 (1989-1990) of Kids Incorporated in 1990) and singing voiced by Kate Melton in "Separate But Equal".

Wally and Lil are the best of friends, and have 1 thing in common: There total love for soccer! Wally is also the only reason Lil ever got hooked up on soccer. And although they are the best of friends, Lil has hurt her feelings before out of jealousy. Lil always invites Wally to her and Phil's birthday parties, and the most notable is Lil's eleventh birthday party that she invited Wally to, and Wally, along with Kimi.
Wally is not only friends with Lil, she has been friends with Phil ever since "A Deville House Divided". Unlike most girls, Wally learns to get a crush on Phil and enjoy all of his disgusting antics. Of course, in the end, Wally and Phil are both heartbroken when Lil manages to break them up, but they all learn to get along.

- As mentioned in "Separate But Equal", Wally has never been to a DeVille birthday party. The separate party was her first.
- As shown in "Separate But Equal", when a bat harasses Kimi, Lil, and Wally in the attic, Wally says,"Watch me catch it!" and she chases it around the attic while Kimi and Lil run out. This implies that Wally is not afraid of bats.
