Randy Panda is a toy and one-time character from the Rugrats episode "Early Retirement" and he is voiced by Joe Alaskey. He was telling the babies a story. During the story, Phil and Lil started fighting over Randy Panda causing him to fly out of their hands and break making him repeat the phrase, "I'm Randy Panda" while walking. Later on, Angelica was watching her show but when she tried to find out what the license plate code was, Randy Panda interrupted the show much to her horror.
