Phillip Richard William [citation needed] "Phil" DeVille is a main character in Nickelodeon's 2021 animated TV series Rugrats. Phil is a realist, assessing things for the bare essentials. Together with his sister, he enjoys getting messy, rough and tumble play, and nature in the form of mud, worms, and bugs. [1]
Description
Twins marching to the beat of their own bongos. Lil’s got an imagination almost as big as Tommy’s, while Phil is more of a realist, but that’s what makes this terrific twosome work. Their shared interests include tussling around, anything to do with monsters, and the finer parts of Mother Nature (mud, worms, frogs, etc.). - Description from Nickelodeon website[2]
Looks
Like his 1991 counterpart, Phil's skin is mostly peach, and he has a block/football shaped head, a few teeth. He wears a pink undershirt with black pinstripes, a turquoise overall dress (with a handkerchief on the left side and a duck on the right), white ankle length/high socks, a pair of blue hi-top sneakers, and baby blue long shorts.
In "Bottles Away", while explaining to Tommy of the times they gave up their bottles, a younger version of Phil appeared. His looks had not changed much from his present day self besides being significantly smaller in size.
Appearances
So far Phil has appeared in every episode of the 2021 series except the following episodes: "One Big Happy Family" and "Final Eclipse"

- In "Tooth or Share" several things were revealed:
- Phil grew in another strand of hiar
- Both he and Lil love Tostones
- He and Lil share the same crib and use the second as a storage area for their toys
- Both Phil and Lil share a toy lamb named that they've had since birth
- Like in the original series, it's heavily implied Lil was born first; making him the younger one of the pair
- In "Bottles Away" it was revealed that not only were he and his sister drinking from sippy cups at this point in the series, but they gave up their bottles when they were slightly younger than he and Lil were currently.
