Mrs. Chesapeake is an one-time character from Rugrats.
She had recently had a portrait of her painted by a French artist named Laszlo and was really excited about seeing it. Laszlo made her close her eyes while he got everything perfect for the moment. However Tommy Pickles got into the studio and stepped on a tube of black paint, that splattered on the portrait to resemble a moustache and beard, ruining it.
When she finally opened her eyes, she screamed at the sight. She is then seen leaving the building, her hair a mess and furious, which assumed she did something unpleasant to Laszlo afterwards or threatened to sue him for the insulting portrait.
