Lowell is a one-time minor character that appears in the Rugrats episode "Chanukah". He was voiced by Alan Rachins.
Description[]
An aspiring thespian, he was cast by the Rabbi as a stand-in for actor Fred King, who was supposed to play the Village Kvetch in the Chanukah play Boris Kropotkin and Schlomo were starring in. Among learning this, Lowell is outraged, as he had misunderstood that he was going to be playing King Antiochus, whom Schlomo was already cast as, and had prepared for the part by coming up with a poetic monologue with background music accompaniment and a song as part of it, to be played on his tape player. When Schlomo feels miserable after fighting with Boris and no longer wants to play the King, they allow Lowell to play the King and perform his monologue and song. But he goes on for so long that once Stu Pickles finally arrives with the mechanical Menorah he built for the play's finale, the Rabbi wants Stu to just go on with the Menorah, not caring about interrupting his song. He ends up getting tangled up in the curtains with Stu that had fallen when the Menorah exploded, and is not amused by this.
