Josh is a chubby older kid who befriended the babies at the park when the babies didn't want to "play" with Angelica. He claimed that "fair is fair" and at first he seemed to be nice. However he forced the babies to push him on the tire swing, took their cookies, gave them a gross half-eaten lollipop to 'share' in exchange for their cookies, and then forced them build him a moat. When Tommy stated that he wasn't being fair, Josh told him that "this was fair" and made a fist. Tommy secretly went to Angelica to ask for help, but she refused. Upon returning Josh was furious and decided to teach them a lesson in a game he calls "pillow" where he jumps off the swing and lands on them. However before he can do so Angelica almost hits him with a water balloon. They then debate over the babies starting with Josh trying to being "fair" with Angelica by taking half of the babies, then Angelica disagrees to his so-called fairness knowing that Josh is manipulative for fooling the babies in the first place just so he can degrade and bully them, and the argument ends with both of them about to fight and Angelica starts by simply pushing him down causing him to get a scraped arm which made Josh run away and cry to his mother and he is never seen or mentioned again until the 2021 series of Rugrats.
Possible explanations for him being mean include:
- He was told "play fair", but didn't fully know what "fair" was.
- He meant well but didn't have a sense of empathy.
- He truly was lying and being mean, although there doesn't seem to be a reason for that as if he wanted to be mean he could have started off mean.
Josh appears while Angelica and the babies are at the playground. Angelica recognizes him as "bossy Josh" and says to herself that the babies better watch out. She decides, however, that it isn't her problem, as the babies have become enamored with a doll version of her, "Angie," which acts nice. Josh bullies the babies, who have climbed up a tower, telling them that it's his private property and demanding they get down. They try having the doll talk to him, but while he agrees that the doll can stay, he still demands that they get down. He then starts climbing the tower when Angelica shows up, shouting at him to back away from the babies. He asks what will happen if he doesn't and she climbs the tower herself while counting, passing him and shouting "three!" at him from the top of the tower. He falls from the tower and flees, shouting to his mommy again that Angelica is mean. "And don't you forget it!" shouts Angelica after him.
Josh is later part of a group of kids, including Angelica, listening to Gabi telling a story about a girl who is trying to get apples from a tree. He suggests that the girl get a big stick and knock them down, but Gabi explains that in the story, the girl used the power of her mind to get them down. During a later session of the Reading Rangers, he objects to the presence of the Rugrats babies. Gabi reminds him that she talked with him about minding his own business.
In the original series, he has messy brown hair and wears a red baseball cap, yellow and purple shirt, blue overalls and light reddish-brown shoes. He appears to be around 5 or 6 years old.
In the 2021 series, Josh has messy brunette hair and still wears a red baseball cap, yellow and purple shirt. He no longer has overalls, just regular blue jean pants, and his shoes are more of a mustard brown color. He is noticeably thinner.
