Jeffrey is a minor character who appears in All Grown Up!, making his first and only appearance in "Runaround Susie." He is a repulsive student who attends Jim Junior Jr. High and has a massive crush on Lil DeVille.

According to Lil, Jefferey is "madly in love" with her and is seen pestering her throughout the episode before she swaps places with Phil to reject him. He is a repulsive student known to engage in disgusting acts such as shooting yogurt out from his nostrils. Despite his repulsive nature and approval of Lil (whom was Phil disguised as Lil) doing disgusting acts, he—ironically enough—finds Phil to be "gross."

Jeffrey is described by Lil to be "the most lamest boy on the planet" and "America's most wanted misuser of hair gel."
He has spiky blonde hair (due to his horrible use of hair gel), black glasses, and wears a sweater vest.
