Jean-Claude is the secondary villain of Rugrats in Paris: The Movie. He is the henchman and right-hand man of Coco LaBouche and he was voiced by John Lithgow. In a contrast to Coco, he typically relies on brute force instead of relying on coming up with schemes to get what he wants.
At the end of the film, he admits to kidnapping the babies along with Coco LaBouche and after Coco runs off in embarrassment, he gets attacked by Spike and runs after her. For some reason, he and Coco didn't get arrested and go to jail for their crimes, as they should have, even though it was likely but was never shown.
